employees or contractors?

I'm just passing throught cleaning up links to disambiguation pages. The link to contractor is now to Independent_contractor, but reading the paragraph it starts with employees pulled due to being shot at, but it later being safe for contractors to return. It read to me as if these were the same people. I think it just needs clarifying one way or the other. LeeG 18:29, 3 June 2006 (UTC)[reply]

Looking at this article preview, it appears that it was the tower construction crew that was shot at.

Image:Newmywufx.jpg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use.
