I've made the wording stronger. I don't see much use in a template that says "This is not to be taken as implying any inappropriate behaviour on your part, merely to warn you". General practice in Wikipedia is that administrative warnings are given if and when inappropriate behaviour has in fact occurred. Why would you give warnings otherwise? That's certainly also the practice that has emerged in handling these Macedonia cases, especially since some admins have taken a habit of treating the warning as something that gets logged on the Arbcom page. I also read the wording in the Arbcom decision "Prior to any sanctions being imposed, the editor in question shall be given a warning" as implying that warnings should be directed at specific editors based on specific problematic behaviour.
