I suspect that the account was closed because it is named after an organization. As you see from the first entry, the idea was not to promote the organization, but rather to add information on Israeli physicists and on Wikipedia missing entries which Israeli physicists can contribute to. The new name is the personal name of the IPS secretary plus the affiliation. The secretary will be the one who will collect and edit the entries to Wikipedia.

I would support unblocking this editor and letting them change their name to User:HeliIPS as proposed above.
