As you prepare your draft article, please keep in mind the difference between a reference and a Wikilink. Wikilinks link to other Wikipedia pages in order to help explain the concepts in your article. References link to external sources (books, articles, etc) that can serve to verify the article's content. Wikilinks are made using the following syntax:

This is a Wikilink to the page on "Labor": [[labor]].

It produces this:

This is a Wikilink to the page on "Labor": labor.

You already know the syntax for creating a reference; you've used it extensively in your draft. But, rather than using Wikipedia articles as references (which is not allowed; see WP:CIRCULAR), you should link to external sources such as newpaper articles, journal articles, TV news reports, books, etc. that you used when researching your article. Hello, Jzepf18. It has been over six months since you last edited the Articles for Creation submission or Draft page you started, "Seattle’s Minimum Wage Experience 2015-16".

In accordance with our policy that Wikipedia is not for the indefinite hosting of material deemed unsuitable for the encyclopedia mainspace, the draft has been nominated for deletion. If you plan on working on it further, or editing it to address the issues raised if it was declined, simply edit the submission and remove the {{db-afc}}, {{db-draft}}, or {{db-g13}} code.

If your submission has already been deleted by the time you get there, and you wish to retrieve it, you can request its undeletion by following the instructions at this link. An administrator will, in most cases, restore the submission so you can continue to work on it.
