Help, please

Request reason:

I was invited to comment on the Turkish people talk page - https://en.wikipedia.org/wiki/User_talk:Rosalthe#Please_comment_on_Talk:Turkish_people - but when I triedy to, I got an error message. I followed the instructions about how to ask for help confidentially and sent an email to the functionaries three days ago, but have not received a reply. I am a woman and I have been harassed on the Internet so I use a VPN service for privacy and safety. Even though I have registered a username, I guess sometimes the IP addresses assigned by my VPN are problematic? (Sometimes I am able to edit without error.) Please help. Rosalthe (talk) 18:01, 10 November 2014 (UTC)

Decline reason:

As James B. Watson already pointed out, no one can see you IP if you are logged in (to a non VPN-IP), and as such your actual IP couldn't be targeted for harassment. As such, there is no compelling reason to let a new user without an establish track record edit from a VPN. OhNoitsJamie Talk 22:42, 11 November 2014 (UTC)

If you want to make any further unblock requests, please read the guide to appealing blocks first, then use the {{unblock}} template again. If you make too many unconvincing or disruptive unblock requests, you may be prevented from editing this page until your block has expired. Do not remove this unblock review while you are blocked.

I've run a checkuser, and yes, your underlying IP address is blocked, and if you are using a VPN service that would explain why. If you edit logged in, then your underlying IP address is private, and the underlying IP address can only be accessed by a checkuser, and that is only done in situations such as this, or where there is concern of abusing multiple accounts. PhilKnight (talk) 20:14, 10 November 2014 (UTC)
What next? I've followed numerous links but I can't tell if I'm supposed to do something else. (I tried to comment on the talk page for Turkish people again but I am still apparently blocked.) Rosalthe (talk) 22:23, 10 November 2014 (UTC)
Well, to be honest, the next stage would be to grant you IP Block Exemption (IPBE), however, I don't normally grant IPBE to relatively new accounts. PhilKnight (talk) 23:25, 10 November 2014 (UTC)
The reason I posted the "unblock" request here on my talk page is because that it what the error message I received told me to do. I personally am not blocked, only the VPN service I use must have some IP addresses that some other person must have misused, right? I already have a little edit history (a little over 100 edits?) but I can't get more history if I'm not allowed to edit. ;-) Could you please add me to the list of users with IP address block exemption? Rosalthe (talk) 00:40, 11 November 2014 (UTC)

This is the error message I get, if it helps:

Editing from 104.207.128.0/19 has been blocked (disabled) by DeltaQuad for the following reason(s): Server-multiple.svg The IP address that you are currently using has been blocked because the IP range you are editing from is a web host provider. Since your IP acts like a proxy, because it hides your IP address, it has been blocked. To prevent abuse, these IPs may be blocked from editing Wikipedia. If you do not have any other way to edit Wikipedia, you will need to request an IP Block Exemption. If this is the case, please request to be unblocked using the "unblock" template, and provide a clear reason why you need to use a webhost. If you would prefer to do so in confidentiality, please contact functionaries at functionaries-en@lists.wikimedia.org. Furthermore, your IP address may also be blocked because there are proxies on it. Admins: Before applying IP block exemption, a CheckUser needs to take a look at the account. This can be requested most easily at SPI Quick Checkuser Requests. Unblocking an IP or IP range with this template is highly discouraged without at least contacting the blocking administrator.

--Rosalthe (talk) 00:54, 11 November 2014 (UTC)

  • Can you explain more specifically why you wish to edit Wikipedia via a VPN? Since editing using a registered account hides your IP address, it is difficult to see how you could be harassed for your editing here not using a VPN by in any way which would be equally possible if you do use a VPN. IP block exemption is not normally granted unless there is a clear reason why the editor in question needs it. The editor who uses the pseudonym "JamesBWatson" (talk) 17:56, 11 November 2014 (UTC)
My understanding from other forums and stories is that Wikipedia is trying to recruit more women editors. I've given as much information about myself as I'm comfortable with. If I do something wrong, I assume someone will correct me. I have already edited several pages without complaint, and one person even thanked me. Will you please let me edit? Rosalthe (talk) 19:08, 11 November 2014 (UTC)
Hi User:JamesBWatson - I support Rosalthe's unblock. We have been communicating via email and I'm aware of her personal concerns and issues regarding her safety. Women who have experienced harassment - online and offline (including me), often do what it takes to avoid it continuing. It's one of the reasons I changed my username back to my original username, from my real name. Rosalthe has made valuable contributions so far, and will make more. I support this unblock and I hope you will too. Missvain (talk) 00:03, 12 November 2014 (UTC)
Also, I have suggested that she stop editing under a VPN because it is SAFER to edit with just your username and it's highly unlikely any problems will occur with harassment via IP's. But, again, please consider - we need to do what is safest as victims of harassment. Missvain (talk) 00:04, 12 November 2014 (UTC)
She is not directly blocked. All she has to do is to login via a non-VPN connection with her username (which will hide her actual IP). OhNoitsJamie Talk 01:18, 12 November 2014 (UTC)
Missvain, do you mean unblocking the VPN's IP address, or do you mean giving Rosalthe IP block exemption? I would think the latter would be much more likely. However, there is no way that either of those can reasonably be approved by anyone other than an administrator who is also a CheckUser, and there is also no way any administrator could reasonably approve either on the basis that someone else has received some unspecified information via email, without any knowledge of what that information is. I therefore suggest you contact a CheckUser with whom Rosalthe is willing to share the information she has given you in emails. The editor who uses the pseudonym "JamesBWatson" (talk) 08:54, 12 November 2014 (UTC)
Hi there, it would be unblocking her username. Didn't know I had to clarify. And there is no reason we need to share that we've both been harassed and abused on the internet to anyone who is a volunteer on Wikipedia - it's just two women coming together to find support in one another. I think allowing her to edit her username is a reasonable request. Asking a woman to share her story of abuse is like asking her to live it over again, she shouldn't have to do that. Just trust her - and me - when we say this is why she has used a VPN. Allowing her to edit under her username is a perfectly reasonable request. She is a valuable contributor, and I'd hate to see this blow up into something bigger. Thanks again and I hope we can rectify this quickly. Missvain (talk) 16:19, 12 November 2014 (UTC)

Oh my gosh, I tried to use the functionaries email again, and got this reply:

Your mail to 'Functionaries-en' with the subject

So I've also tried the ticket system. Can someone help me, please? Rosalthe (talk) 23:33, 11 November 2014 (UTC)

This just means that it is pending moderation. As soon as someone ensures that it is not spam, it will be sent to the list. -- King of 06:07, 12 November 2014 (UTC)

Hello. I have granted IP Block Exempt to Rosalthe. I have been briefed on the particulars of her case, and I consider her use of the VPN justified. The IP address block was not instituted because of her and she should not be affected by it. Rosalthe, I apologize for the inconvenience this caused and I hope you continue to have a satisfactory editing experience. Regards, Harej (talk) 16:51, 12 November 2014 (UTC)
