open animated gif files under Win 10 Home 64bit v1809 environment

I want to have this animated GIF file in my HDD and open it in an animated manner. I can't do it right, because it is not even shown with it's first frame. In the file folder, there is a generic mountain pictogram shown. If I open the file from my computer then the message "cannot be opened" comes up. I think, I need a specialized app (which one)? From https://tenor.com/search/turtle-gifs you may have tried to save "turtle-skate-gif-5940648". This yields an html document, not a valid .gif file (and renaming it ".gif" doesn't work). You can always view it on the web at https://tenor.com/view/turtle-skate-gif-5940648 . DroneB (talk) 19:23, 9 February 2019 (UTC)[reply]
