Making the category more inclusive[edit]

Puerto Rico almost fits this category, but not quite, because Puerto Rico has filed "under Title III of the Promesa law, which contains certain Chapter 9 bankruptcy provisions".

What do you think about removing "Chapter 9" from the name of the category -- calling it simply "Government units that have filed for bankruptcy"?
