Why are some subcats alphabetical by state, others lumped under "S"?[edit]

Can anyone explain why, for example, State Highways in California is under C but State Highways in Florida is under S (and not F)? Rpresser (talk) 17:43, 11 December 2007 (UTC)[reply]

I figured it out; it's a parameter given to the category on the subcat page: [[Category:State highways in the United States|California]]. I am going to change the rest of the subcats.
