Eduard Pilosyan (Armenian: Էդուարդ Փիլոսյան, July 13, 1956 – November 29, 2010) was the founding director of the Armenian Air Navigation Service Provider (ARMATS) in 1997, the founding director of the Development and Policy Department within ARMATS from 2004 to 2010, and a leading figure in the modernisation of the Armenian civil aviation. He was the lead drafter of the Law of The Republic of Armenia On Aviation.

Biography[edit]

Eduard Pilosyan was born on July 13, 1956, in Yerevan. He graduated from Yerevan State University with a master's degree in mathematics and has authored seven scientific publications. Prior to his career move into civil aviation, between 1978 and 1994, he held various technical and managerial positions in computer and software design and development. From 1994 to 2004, he acted as a Board member of Civil Aviation Authority of Armenia (GDCA) and the head of the Air Traffic Management (ATM) department. In 2004, he became the head of the Development and Corporate Policy Directorate within ARMATS[1] which he lead up to his death in 2010.

One of his most significant legacies in the civil aviation of Armenia is the development and implementation of the country's new regulatory framework in ATM, comprising the Aviation Law, the Air-space Management Regulations, the Common requirements and certification order for Air Navigation Services organisations of Armenia, the State Safety Regulatory Requirements and other governmental degree acts and legal provisions.

The latter were designed pursuant to ICAO Standards And Recommended Practices (SARPs), EUROCONTROL Safety Regulatory Requirements (ESARRs) and EU Regulations, to ensure the integration of the national aviation industry within the global aviation ecosystem.[2][3]

The ICAO Universal Safety Oversight Audit Programme (USOAP) audit performed in 2008 has granted to Armenia the highest score in all critical elements (CE) domains with an overall score of 98%, where Eduard Pilosyan was the national team leader.
