Early life[edit]

Manvel Badalyan was born on 1 April 1961 in Artsvaberd in the northeastern province of Tavush.Served in the Soviet army in 1979-1981.

In 1988, he graduated from the Faculty of Economics of the Armenian Agricultural Institute.

Since 1988, he worked as an economist in the Soviet economy of Arzni, Kotayk region.

In 1988-1990, he was the secretary of the commercial organization of the Armenian Agricultural Institute.

Since 1991, he has been lecturing at the "Agribusiness Management" chair of the State Agrarian University of Armenia.

In 1997-2002, he was the president of the National Youth Council of Armenia.

In 1998-1999, he was a member of the Political Council under the RA President.

In 1999-2002, a deputy of the RA National Assembly, a member of the state-legal affairs committee.

On January 15, 2002, by the decree of the RA President, he was appointed the chairman of the RA Civil Service Council for a period of six years.

Since 2003, he has also been teaching at the State Administration Academy of Republic of Armenia.

On January 15, 2008, by the decree of the RA President, he was reappointed as the chairman of the RA Civil Service Council for a six-year term.

On January 15, 2014, by the decree of the RA President, he was reappointed as the chairman of the RA Civil Service Council for a six-year term.

In 2005-2012, he was the chairman of the council of the State Agrarian University of Armenia, he is the chairman of the alumni association of the National Agrarian University of Armenia.

Candidate of economics, associate professor. He is the author of a number of scientific articles and works.
