N. Ramachandran is a former Indian police officer who served in the Indian Police Service (IPS) Assam-Meghalaya cadre of the 1978 batch. He is the founder, president, and CEO of the Indian Police Foundation (IPF) and Indian Police Institute (IPI), the premier Indian think tanks on law enforcement, internal security, and police reforms.  

Policing Career

Ramachandran has 35 years of policing experience at the district, state, and national levels. He served as the Superintendent of Police in Sonitpur-Tezpur, Kamrup, Guwahati city, and Nagaon districts of Assam. He later became the intelligence chief of Assam during the state's fight against ULFA terrorism. Ramachandran went on to be the DGP Home Guards and Civil Defence for Assam and later served as the Director General of Police for the state of Meghalaya.

Indian Police Foundation and Indian Police Institute

Ramachandran founded the Indian Police Foundation (IPF) www.policefoundationindia.org  and the Indian Police Institute (IPI) a thinktank that works closely with police organisations at the State and Central levels to improve the professional, ethical, and service delivery standards of the Indian police. Inaugurated by India’s Home Minister Shri Rajnath Singh on 21st October 2015, IPF is a New Delhi-based multidisciplinary think tank on policing and internal security, as well as a policy advocacy platform. IPF believes that a robust criminal justice system supported by a professional police force is essential for the idea of a resurgent and modern India.

The IPF works closely with police and government organizations at the state and central levels in areas such as maintaining public order, investigating and prosecuting crime, terrorism, traffic policing, gender-sensitive policing, and preparing the police for dealing with challenges of the cyber age and every other area of interest to law enforcement.

Cochin Port Authority

From 2005 to 2011, Ramachandran served as the Chairman and CEO of the Cochin Port Trust. (Later, Cochin Port Authority) https://www.cochinport.gov.in/cpt  . As Chairman, he was responsible for the safe, efficient, and cost-effective operations of the port and had many accomplishments during his tenure, including the timely implementation of  several infrastructure projects like the International Container Transhipment Terminal (ICTT) Vallarpadam, rail and road connectivity, and the Cochin LNG project. Ramachandran was also credited with successfully implementing an enterprise-wide, SAP-based ERP system, making Cochin the first e-port in the country.

Earlier, Ramachandran was one of the founding members of the elite Special Protection Group (SPG), responsible for the security of the Prime Minister of India. He served the SPG for 13 years in two stints, and today, the SPG is seen as a world-class security organization with a zero-error culture.

Areas of Interest and Involvement

Ramachandran is associated with numerous police training and research institutions, as well as non-profit and academic bodies, universities, and institutions of higher learning. He is a regular faculty member at many national academies and universities.

He chaired the High-Level Committee on security for all seaports in the country, which brought about significant improvements in the security of seaports and other commercial maritime infrastructure, as well as supply chain security. Ramachandran also chaired several committees on setting standard operating procedures (SOPs) for port security operations and participated in an array of committees straddling both security and police reforms.

Ramachandran is the recipient of  the President’s Police Medal for Distinguished Services and for Gallantry, and many other prestigious awards for his contributions to Indian law enforcement and internal security.
