The New Orleans Sewerage and Water Board (SWBNO) is the primary public water utility in New Orleans, Louisiana, serving all of Orleans Parish's drinking water, wastewater treatment, and storm water management operations.[1] The SWBNO operates in a large, complex, metropolitan area that faces unique environmental, social, and technological challenges. Additionally, it provides services to a diverse group of industries, from residential, commercial, tourism, and hazard mitigation sectors.[2] In addition to natural disasters such as hurricanes and flooding, SWBNO is a major bulwark in the Mississippi River Delta's ongoing coastal erosion and saltwater intrusion emergencies,[3] conditions that are being aggravated by climate change and environmental engineering.[4]

First authorized by the Louisiana State Legislature in 1899,[1] SWBNO is one of the oldest such organizations in Louisiana.
