ONxpress Transportation Partners[1] (ONxpress) is a private Canadian consortium, based out of Toronto and made up of Aecon Construction Group, ALSTOM Transport Canada, DB International Operations Part of DB E.C.O. Group, and FCC Canada Ltd.

The Partners[edit]

Aecon Construction Group, a Canadian construction company that provides services in infrastructure, mining and energy sectors and is the lead partner of the consortium responsible for civil, and track work, as well as station upgrades.

ALSTOM Transport Canada, the Canadian division of the French multinational that specializes in rail transport systems and services. ALSTOM is the supplier of the electric trains, signaling systems, and electrification infrastructure for the project.

DB International Operations, Part of DB E.C.O. Group is a German railway company that operates passenger and freight services in Europe and beyond. DB is the operator and maintainer of the new GO rail services, as well as the provider of digital solutions and innovation for the project.

FCC Canada Ltd the Canadian subsidiary of FCC Construcción, a Spanish construction company that builds railways, bridges, tunnels, and airports. FCC is the contractor for the civil works, track works, and station upgrades for the project.

In April, 2022,[1] ONxpress was selected to design, build, operate, maintain and provide signaling & vehicles for the On-Corridor Works project[2][better source needed][3][dead link] by Metrolinx and Infrastructure Ontario.

On-Corridor Works (OnCorr)[edit]

The On-Corridor Works (OnCorr)[4] is the largest of two projects that make up the GO Expansion Program[5][6]. It includes all works that facilitate faster, more frequent train service such as track, civil infrastructure, signaling, electrification of core segments of the network, as well as the operations and maintenance of the GO rail network. OnCorr will transform the GO regional rail network with electrification, faster and more frequent service, and a modernized system for the Greater Toronto and Hamilton Area. OnCorr’s goal is to deliver 15-minute or better all-day service on core segments of the GO rail network: Lakeshore East & West, Kitchener, Barrie, and Stouffville, reduce their carbon footprint, reduce travel times and replace diesel locomotives with faster cleaner electrical ones. [7]

The project is Ontario's largest capital infrastructure project and part of the Greater Toronto and Hamilton Area GTHA Go Expansion Program[8] and includes the addition of over 200 kilometers of new rail tracks, electrification of more than 600 kilometers, and the introduction of cutting-edge electric train fleet[9] over a 25-year period[10]

Design-Build-Operate-Maintain Model[edit]

Under this model, ONxpress and Metrolinx will work collaboratively during a 24-month "development phase"[11]

The development phase is the 1st stage of the project is currently underway. It includes detailed planning, sequencing of work, and identifying risk and community and environmental impacts. Stage two (advanced works) is scheduled to commence in the fall of 2023 or Spring of 2024, and includes permits and licensing, as well as signaling work along the tracks. Stage three, Capital Works/Construction, is scheduled to start in 2025 and will take place in multiple locations simultaneously around the Greater Golden Horseshoe Area. Stage four Operations & Maintenance is also a progressive model, and no clear start dates have been identified[12].[10]

It is anticipated that the project will be completed by 2041 at a cost of $ 11 billion,[13]
