The Anti-Monopoly Policy and Entrepreneurship Support Committee was established for the first time in Azerbaijan with the Presidential Decree No. 3 dated June 23, 1992. In August of the same year, the Committee's Constitution was approved.

In the same year, the Law "On Entrepreneurship", which is important for the transition to the Market Economy of the Republic of Azerbaijan, was adopted. The President signed a decree "On state regulation of prices for products of monopolistic enterprises and associations."

In 2001, by order of national leader Heydar Aliyev, the Anti-Monopoly Policy and Entrepreneurship Support Committee was incorporated into the Ministry of Economic Development as a legal entity and operated as the Anti-Monopoly Policy Department.

Between 2001 and 2006, the duties and powers of the Department were greatly expanded with Presidential decrees and orders, Council of Ministers decisions and normative documents.

Under the leadership of President of the Republic of Azerbaijan Ilham Aliyev, anti-monopoly policy, fight against unfair competition, protection of consumer rights and consumer market control system have entered a new stage of development in our country. On December 28, 2006, the State Anti-Monopoly Organization was established as the executive authority within the Ministry of Economic Development, and the functions of controlling the consumer market were transferred to this Organization.[3]

By the decree signed by President Ilham Aliyev in 2009, the State Service for Anti-Monopoly Policy and Consumer Rights Protection was established. Later, powers regarding anti-monopoly activity, unfair competition, natural monopolies, advertising, and control of the consumer market were transferred to the institution.[4]

With the decree signed on April 20, 2018, the Anti-Monopoly and Consumer Market Supervision State Agency within the Ministry of Economy was established.[5] The State Committee for Standardization, Metrology and Patents was brought under the authority of the Service. With the decision dated October 23, 2019, the Institution was re-granted Public Official status. On December 19 of the same year, the Anti-Monopoly and Consumer Market Supervision State Service was incorporated into the Ministry of Economy.[6]

The State Procurement Agency of the Republic of Azerbaijan, established on May 16, 1997 by the Decree of the President of the Republic of Azerbaijan dated January 15, 2016 and implementing state policy in the field of procurement of goods (works and construction services) is the former central executive authority in the Republic of Azerbaijan at the expense of state funds. The agency has been abolished and State property used with its duties and functions was transferred to the Anti-Monopoly Consumer Market State Service. Control under the Ministry of Economy of the Republic of Azerbaijan.[7]

Consumer Goods Center of Expertise[edit]

The main activity of the "Consumer Goods Expertise Center" Limited Company consists of carrying out expertise on the determination of the country of origin of goods and issuing documents confirming the results.

During the export of goods from the customs territory of the Republic of Azerbaijan, a "certificate of origin" is issued confirming the country of origin of the goods for the implementation of customs clearance procedures. The country of origin of the goods refers to the country in which all the goods are produced or have undergone adequate reprocessing in accordance with the criteria established by the relevant legislation.

The country of origin of the goods is determined in order to apply tariff and non-tariff regulations on exported goods.[11]
