Singateh was born on 8 August 1968.[1] He joined the army in 1991.[1]

Immediately after Yahya Jammeh's coup in July 1994, Singateh was appointed Minister of Defense.[1][2] Singateh was also a member of the military junta Armed Forces Provisional Ruling Council, and hold the position of vice-chairman of the junta.[3]

In November 1994 Singateh was promoted to captain.[1] After the 1996 presidential election he was designated by Jammeh as Vice-president on 30 September 1996.[1] However, Singateh was never confirmed as Vice-president by the National Assembly of the Gambia.

Singateh was appointed as minister of forestry and environment in March 2005. On 17 September 2007, he was replaced by Momodou Kotu Cham. Jammeh also fired Singateh as general secretary of the Alliance for Patriotic Reorientation and Construction (APRC),[4] a position which he had held since 1997.[2]

After his political career ended, Singateh joined the judiciary in 2011.[2]
