This draft was the first time, and to date the only time, that the expansion draft system was used to restock an existing team and not a true expansion team.

Not really. The 1999 Browns were a "true expansion team" - only a technicality in NFL history decided to appease fans says otherwise. I think this sentence should be taken out. It's not like the Browns team that existed in 1995 ceased to exist altogether in 1996, or that the Browns team in 1999 is in any way the same, in terms of organization, to the team in 1995.
