FirstEnergy scandal

Why is the sentence "A major issue in the election is the Ohio nuclear bribery scandal, in which electric utility FirstEnergy paid millions of dollars in bribes to Republican legislators to develop legislation favorable to them, which was signed by DeWine.[1]" appropriate? If you follow the citation, there's no evidence that it's a "major issue in the election," but solely that one candidate tried to vaguely attack the Governor for.... signing a bill? If there is no evidence that the governor was involved in the bribery or that he knew about it at the time he signed it, where is the scandal? He called on implicated legislators to resign. To me, this reads like a complete violation of NPOV because it reads like an anti-DeWine ad. I searched online and can find no evidence that it's accurate to call this scandal "a major issue in the election." Anecdotally, I live in Ohio, and nobody I know is talking about it.
