Are the state-wise organizations notable?[edit]

Are the organizations listed in the section State wise Spastics Societies in India notable enough to warrant their own articles?

I recently declined Wikipedia talk:Articles for creation/Spastic Society of Gurgaon (SSOG) because the submitted article did not show notability.
