Dubious sentence?[edit]

"Prior to 1990, Belgium remained one of the few countries where abortion was illegal."

This doesn't seem right—I'm pretty sure it was illegal (to have an abortion without a medical or specifically exempted reason) in many, many countries then as it is illegal in several (less, but still a lot) countries now.
