Removed stale POV tag with no active discussion per Template:POV[edit]

An old neutrality tag that appears to have no active discussion has been removed from this page per the instructions at Template:POV:

This template is not meant to be a permanent resident on any article. Remove this template whenever any one of the following is true:

There is consensus on the talkpage or the NPOV Noticeboard that the issue has been resolved.
It is not clear what the neutrality issue is, and no satisfactory explanation has been given.
In the absence of any discussion, or if the discussion has become dormant.

None of the text from when the tag was added in August 2012 survives, at this time there is no obvious overarching NPOV problem, and there is no evidence of ongoing discussion of neutrality, so I've removed the tag for now. If discussion is continuing and I've failed to see it, please feel free to restore the template and continue to address the issues.
