A note on an idea of using an array of sun shields to encode the message[edit]

Placing the shields near to the Sun, and in an orbit aligned with the galactic plane, would probabilistically maximise the chances of observers on the planets of other stars of Milky Way noticing the effect with tools analogous to the Kepler Mission's ones.

I think probably the most promising way to inform others about us is to design a specific Sun shield to modulate the light emitted by the Sun, because it is highly likely that we could manufacture (more thoughts on that at Space mirror (anti-global warming measure)), and it would be discoverable by civilisations capable of creating tools analogous to the Kepler mission's tools. The shield could be an array of planet-sized shields in an orbit in align with the galactic plane in a reasonably close orbit around the Sun, arranged in such distances as to create light intensity variations with varying intervals, identifiable as a message, and not misinterpreted as natural phenomenon.

For example, putting only TWO planet-sized shields arranged in orbit could produce the following sequence of TIME INTERVALS:

1,2,1,2,1,2,...

where the longer interval is nearly precisely two times longer than the shorter interval (i.e., the ratio not 1:2.1, but quite precisely 1:2.000000000), indicating that it is highly unlikely that this ratio 1:2 had occured naturally, and their confidence about an intelligent civisation could be increased arbitrarily with increasing the precision of the time interval measurement. If that doesn't give enough confidence, then THREE shields with precisely the 1,2,3,1,2,3,1,2,3.... perhaps would do.

By placing a few more of these space shields, you could even write even a highly unlikely approximation of a mathematical constant:

Should it be considered Perceived Risk or Potential Risk?

Error correction is much lower that quoted. For exemple, Arecibo is zero, since changing one bit change the meaning. Cosmic Call is better. Changed date format in 'Transmissions' table[edit]

Just for documentation in case errors become apparent in the future - I've used the following crude UNIX command to go from DD-MM-YYYY to YYYY-MM-DD and MM-YYYY to YYYY-MM (so sorting actually makes sense): 

cat oldTable.txt | sed 's#\([0-9][0-9]\)-\([0-9][0-9]\)-\([0-9][0-9][0-9][0-9]\)#\3-\2-\1#g' | sed 's#\([0-9][0-9]\)-\([0-9][0-9][0-9][0-9]\)#\2-\1#g' > newTable.txt

Then I manually changed the description (from 'DD-MM-YYYY') and fixed one case involving '??' instead of numbers. Visual inspection of the changes seemed fine. Table is not sorting correctly[edit]

If you sort by arrival date it's out of order.

Transmission power?[edit]

Of all these transmissions, there doesn't seem to be anything concrete that spells out the transmission power (in watts I guess) of any of these METI attempts. Is any of this data available?

For instance, the "Sónar Calling" signals were beamed using the European Incoherent Scatter Scientific Association’s (EISCAT) 32-meter-wide (105-foot-wide) radio antenna in Tromsø, Norway.
If this is the EISCAT Svalbard radar (ESR) at Longyearbyen, on the Norwegian Svalbard archipelago, it transmitted in the UHF band at 498.0 – 502.0 MHz and peak power of 1.0 MW, with average power around 250 kW. Science Policy Project Article Upgrade[edit]

This article has been flagged as being of relevance to the Wikipedia Science Policy Project as it clearly concerns policy about a science topic. It has been flagged as of 'Mid' importance. This does not imply it is of such importance in the real world; it is an indication of prioritisation by the SciPol project. I have undertaken to improve it as I know something about cosmic sociology and science policy. Quick fixes have been implemented to improve the organization, coherence, and encyclopedic tone, raising it from 'Start' class to 'C' class.
