A green beret is a beanie (a hat) much loved by American Girl Scouts and also worn for some silly or not fully understandable reason by a huge number of people in the Estonian military. Lot of wannabes in Estonia apparently, quite evidently starting from the top. Perhaps a "fashion statement"? Aleksander Einseln, on the other hand, was an SF-qualified (graduate of the SF "Q" course) member of the US Army's Special Forces (5th Special Forces Group (Airborne)), with the right that that bestowed upon him to wear a certain article of headgear under discussion here.
