This account is not alone in stating Halesowen as his place of birth. The German Wikipedia hesitates between the aforementioned and Gloucester. The Italian gives Winchcombe, Gloucestershire. Who is right? Arthur Mee in his famous disparaging treatment of Alexander opts for Hailes in the 'King's England' Gloucestershire and I suspect for once he is right.
