Algiers Province = City Proper[edit]

Is Algiers Province considered the urban area city proper? If this is the case, and Algiers city doesn't have an associated government, this needs to be made clear both on the province page and city page. --Criticalthinker (talk) 06:50, 27 February 2011 (UTC)[reply]
