Gibbs Technologies manufactures an amphibious ATV model. They also manufacture other amphibious vehicles, but that doesn't mean they wouldn't be an amphibious ATV manufacturer as well. Their ATV model may be different from those created in the 60's but it is an ATV and it is amphibious. So I think it does fall into this category. Why was the link to Gibbs removed? See for yourselves and find Gibbs quadski on the web. Is it amphibian? Yes. Is it an ATV? Yes. So, who says Gibbs is not an amphibious ATV manufacturer and why so?

There may be an ANSI definition of "AATV", but Wikipedia is not an ANSI dictionary nor an American encyclopedia. It is an international project and an encyclopedia cannot be bound to a single definition of something, but rather document all the known definitions and possibly also discuss their shortcomings. ANSI does not own the words "Amphibious ATV" and hence we must be more open in what we accept under this article in Wikipedia.
