Wikipedia:Notability (people) states that the basic notability criteria of an article about a person is as follows: "People are presumed notable if they have received significant coverage in multiple published[4] secondary sources that are reliable, intellectually independent of each other,[5] and independent of the subject.[6]".

The reason why Amy Lyons is notable is that other outlets, including national Australian outlets, wrote about her. It's the novelty of her being a foreign social media star in China.
