Ashland is in its way pretty barebones, but I did not rate it a Stub because of the presence of its history section and a slightly longer-than-usual geography section.

What this article needs:

  • An expansion of the History section. What was the Sullivan Expedition? Sure, I could just click on the link, but what if I'm too lazy?
  • References are needed per WP:CITE; if these refs are on the web, then just use {{Cite web}} and fill out all necessary fields. Don't forget <ref> and </ref>.
  • More sections on Government, Economy, Culture & Media, Education, and Parks & Recreation (and Sports?) could be added. Remember, citations are imperative.

I rated this a Low-importance article because of its small size and relative anonymity on an international scale.
