Baybay, a first class city?

I'm wondering if Baybay is really classified as a first class city? Remember, a first class municipality is different from a first class city in terms of income. I believe that the most Baybay could attain is a 4th class city classification right after its conversion into a city.

Missing City's History information

Hi, I am shocked that such article and a city does not contain or not a single information about the city's history, origins, etymologys, etc. Please add some info for this article especially the one who contributed most of this article. This article is mostly useless for educational research purposes without the information regarding the said missing content.
