I think this should be moved. Instead of Union Flag is should say Union Jack as per WP:COMMONNAME. The article Union Jack is not called Union Flag based on this discussion. --JetBlast (talk) 15:53, 6 January 2013 (UTC)[reply]

I also think it should be moved as the title implies it's about the Union Flag and Northern Ireland whereas Northern Ireland actually has nothing to do with it, it's solely about Belfast City Hall and Belfast City Council not the country as a whole.
