Location question

This is an edited comment exchange moved here as it was applicable (I removed the things not pertaining to the park itself):

Dear Chugga, ... the article says the park is in New Castle County, Delaware (which is true), not the city of New Castle, Delaware (which it is not, as you so loudly pointed out above). The USGS GNIS entry for the park shows the county it is in as New Castle here. USGS topographic maps show the park and the two lakes here, northeast of Wilmington. The US Census map service shows the same two lakes in its maps and clearly they are outside of the political boundaries of the city of Wilmington and the town of Bellefonte, see here. The postal address of the park is Wilmington, but as far as the political jurisdiction, it appears to be unincorporated New Castle County. ... Hello. I've been asked by Ruhrfisch, who knows me, to weigh in on this question. I have been a long-time resident of southeastern Pennsylvania, and so frequently have occasion to visit northern Delaware. The locus of this dispute, it seems to me, is that there are several possible definitions for "Wilmington, Delaware": 1) The corporate boundaries of the city. 2) The extent of Wilmington mailing addresses. 3) Use of the name by local residents.

The first two items are fairly unambiguous. The corporate boundaries of Wilmington can be seen by examining a USGS topo map (e.g., http://mapper.acme.com/), and Bellevue lies outside them. The ZIP code boundaries of Wilmington, roughly speaking, extend on its north side between the Wilmington and Western Railroad and the CSX Main Line as far as the state line.

What people speak of as being in "Wilmington" is, of course, rather more complex. The ZIP code definition is certainly too broad (see the explanation in ZIP code); Centerville and Greenville are both within a "Wilmington" ZIP code, but in my experience, people do not speak of localities in these towns as being in "Wilmington". On the other hand, localities within the large tract of suburbanization stretching north and east from Wilmington are frequently referred to as being in Wilmington, even when they lie outside of the corporate boundaries. Personally, I would tend to favor phrasing along the lines of "located in the suburbs of Wilmington, Delaware", or "on the outskirts of Wilmington," to reflect that fact that while it lies outside the city proper, it's just outside the boundaries, in an area where the unincorporated localities (e.g., Carrcroft) do not have a strong local identity. I agree first that there is no dispute that the park is outside of the official city limits. I also find the sentence about having a Wilmington mailing address to be awkward. I think the best solution would be something along the lines of "Bellevue State Park is a 328 acre (1.33 km²) Delaware state park near the city of Wilmington in New Castle County, Delaware in the United States." I made a minor mistake that looked like this [[New Castle County, Delaware|New Castle]], [[Delaware]] when it should have looked like this [[New Castle County, Delaware|New Castle County]], [[Delaware]].
