"To facilitate the city's rebuilding"[edit]

Source cited does not say so. The decree itself says "To enable rational carrying-out of the reconstruction of the capital and its further expansion". In other words, it is about planning of reconstruction, not about its "facilitation". See also Template:Did you know nominations/Bierut Decree.
