This page should not be speedily deleted because... this page is supposed to be setup for Rep. Bill Otto of Missouri as an encyclopedia page. I made a round of edits. But tt is my first time setting up a page like this, and if there are specific guidelines I need to follow to create a page of this variety, please let me know.
