Blogger is no longer blocked in Vietnam. I'm currently in Vietnam and I can even visit it. Yue Wang (talk) 09:16, 23 April 2019 (UTC)

It seems the sentence covers both current and previous blocks: "Blogger has been blocked for various periods of time in the following countries" – Þjarkur (talk) 22:00, 23 April 2019 (UTC)

Editing the section "Redesign"

Add the following information to redesign section:

Following the April 2013 update, the blogger post editor became cleaner in its arrangement. Important tabs of the interface colored in orange. The "post settings" were listed in the right sidebar. This is a completely new feature where it was not on the previous blogger interface^[39]

Add the following to "References" section:

Not done: Techblaster doesn't seem to be a reliable source and the proposed addition is not written from a neutral point of view. I'll happily add info about the 2013 redesign if these concerns are addresed. --Trialpears (talk) 22:05, 13 August 2019 (UTC)

Blocking countries
