It was political and communal rivalry in andhrapradesh, that led to intensive, invasive, aggressive CBI action against brahmani steels and OMC. So, Rosaiah who was handpicked by Sonia, to whom Jagan Mohan Reddy revolt against, ordered CBI enquiry in his part. Roasiah's tenure short lived. One of CBI officer Lakshmi Narayana, investigating the case, reported to have been slapped an IAS officer during his investigation, suggesting that CBI officer was acting as goons in the street having hidden agenda for his personnel/caste and in favor of Rosaiah like politicians who are rivalry to Reddys . Validity of the Lokayukta report is questionable, as there is lot of corruption within the lokayukta team under Hegde. This remained there till one of his team member, an IPS officer exposed and brought to the attention of Hegde. Even the officer had alleged that Hegde was reluctant to take action on corruption in his team. There were no system to verify the dignity of investigating officers to find out the motive. Further, Hegde's own family's political motive is behind Hegde's intrusive, invasive, aggressive action against Reddys run Obulapuram company. All of the above clearly indicates the collusion between reddy's political/communal rivals - state and centeral governemnts - India's top investigating agencies CBI - state Lokayukta etc. All played discriminations against particular person or entity, putting entire constitutional system at stake.

As per citation 6. "Gali steel factory in profit before it begins". Deccan Chronicle. It was OMC in profits from iron ore mining, before production of steel. That had license to sell, iron ore. Not Brahmani steels was reportedly in profit before producing any steel, as shown in this article.
