I am considering having the CPAC page redirect to the Conservative Political Action Conference since it is a more popular subject in the English speaking world than the TV channel. I would add a link to CPAC (TV channel) at the top of the page. Thoughts?

It may be a more popular subject in the United States specifically, but it has no more relevance than the Canadian channel does to users in any English-speaking country outside of North America. We don't make these decisions just by comparing raw numbers of Google hits; that can be helpful in some cases, but it isn't determinative by itself given that the USian meaning will almost always win any competition based on that criterion alone. Rather, the determination is made by taking an international perspective: the US meaning predominates in the US, but is virtually unknown anywhere else (including Canada); the Canadian meaning predominates in Canada, but is virtually unknown anywhere else (including the US); and because they're both completely unknown outside their own countries, neither meaning dominates over the other anywhere else on earth. Accordingly, neither meaning really gets to claim primary status over the other one, because only a minority of our readers are in any position to assume one meaning over the other. It's important not to fall into the trap of "the one I'm more familiar with is automatically the primary meaning just because it's the one I'm more familiar with". I believe that the Conservative Political Action Conference is better known internationally. Search CPAC on international newspaper websites and you will see that it is covered all over the English speaking world.
