Avoid overlinking to articles, such as "Conference of Parties" or "UC Berkeley", that do not aid the reader's understanding significantly.

The article switches back and forth between spelling out GHG and the acronym.

Here are some suggestions to improve the article from an uninvolved Wikipedian:

The most important thing to keep in mind here is that the entirety of this law is as follows: "In adopting rules and regulations to achieve the maximum technologically feasible and cost-effective greenhouse gas emissions reductions authorized by this division, the state board shall ensure that statewide greenhouse gas emissions are reduced to at least 40 percent below the statewide greenhouse gas emissions limit no later than December 31, 2030. ... This act shall become operative only if Assembly Bill 197 of the 2015–16 Regular Session is enacted and becomes effective on or before January 1, 2017."

This article has some good content but often strays from the topic.

I moved the timeline section into the article Climate change in California.
I created a new article California Assembly Bill 197 with content from this article. The vast majority of the AB 197 content in this article should now be removed.
I'd recommend better clarifying what SB32 does and how it interacts with AB32 and AB197. SB32 has some precatory language (not sure if this is the right technical term but hopefully you get my gist) about environmental justice but SB32 itself has nothing to do with environmental justice. It just sets a broad GG reduction goal.
I'd recommend reducing the background section to content immediately relevant to this article (e.g. remove content about 2 degree threshold and Paris accord... not really that relevant to SB32 specifically). Maybe just set up what the regulatory regime was like before in California and how this new limit changes it.
I'm very confused about how cap and trade relates to this law. Aren't they just independent things? We've always had cap and trade but now the cap will be lower?

The way I interpreted the language of the law it seemed like the authors wanted to emphasize environmental justice as a main focus in the path to reducing GHG emissions.
