State vs. City Obligations Under Callahan[edit]

This article extensively cites secondary sources about the concluding judgment in Callahan, often refering to the state's obligation to 0rovide housing. The fonsent decree of 1981 only required the city to provide housing to all who apply. As this is on the news, can somebody clarify what requires whom to do what?
