Not a single...by what standard, definition, metric, etc.?[edit]

I generally accept when external sources or the band explicitly say a song is not an official single and/or is a promotional single. In the lead, there is a sentence that asserts that - but the source provided doesn't say anything that implies that's the case. Why is this labeled promotional, again?
