Removed sentence on "full-time management"[edit]

I just copy edited this article, and there was once sentence under the Academics section that I couldn't figure out, so I deleted it. This is the sentence: "Full-time management of higher education institutions was established in 2001."

If anyone knows what this means, or how to better phrase it, then feel free to add it back into that section!
