Fair use rationale for Image:Coast guard flag.gif[edit]

Image:Coast guard flag.gif is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in Wikipedia articles constitutes fair use. Commandant's Letter of Commendation Ribbon[edit]

@Scope creep: I did a quick English language search and did not find any other awards that shared the name of this award. The Germans, pre and World War II. It is the only thing I'm writing about at the moment, regarding a military. That was the original reason I put that tag on, as I was looking for a linking reference. It was a while ago, though.
