Can we please update the following info for NeoSpeech? Latest stable version is 2016. CLI is Yes. Languages are English (US), English (British), Canadian French, Mexican Spanish, Mandarin, Cantonese, Taiwanese, Korean, and Japanese. 30+ voices. Programming languages are C/C++/Java/.NET/COM. I would have found it useful to find here a note on each whether or not the program can save text as mp3 or wav file.

There was a recent TED talk on "The Human Voicebank Initiative", in which Rupal Patel made an impassioned case for collecting a database of recordings, then producing customized voices for each synthesizer user, using software she calls "VocaliD". Unfortunately, the terms and conditions invoked read like the intention is proprietary control of the recordings donated by individuals, rather than a genuine effort to attain a public-good. EPOS text-to-speech[edit]

I would to say that the EPOS had in addtion of Czech and Slovak, support for TTS in Albanian language.(epos.ufe.cz)
