This article, I'm afraid, does not deserve to exist. Someone is complaining about excellence being excessive at times. This happens. Is it an antipattern? It's rather a complaint, frequently heard from managers with a very narrow planning span; they want something this week and don't care what will happen in a year, they won't be around anyway. Good code stays for decades, and so is very efficient. It does require some investment, but it pays off.

This pattern is only an antipattern if we are talking about prototyping. But then we are at the level of cargo cult: a plane made out of plywood and painted as if it were a real one can even fly... just once. But it definitely can be sold to unsuspecting buyers.
