General: Article is new enough and long enough
Policy: Article is sourced, neutral, and free of copyright problems
Hook: Hook has been verified by provided inline citation
QPQ: Done.

Overall: The combination of quotes with certain phrases like "hundreds of thousands of Indigenous children" triggers Earwig's tool, and the resulting phrasing does start to get into close paraphrasing territory, but it's probably ok.
