The terms "device neutrality" were used in the article "Net Neutrality: A Progress Report" by prof. Kraemer, but with a different meaning, not related to the user's ability to use apps and services of their choice as the present article describes. The terms were used with reference to "device manufacturers opposing the demands of network owners to control the technological
capabilities of the handsets"
