City districts[edit]

Many major cities in Russia (except for federal cities of Moscow and St. Petersburg) are divided into city districts.

This is not wholly correct: Moscow and Saint Petersburg have two-tier divisions: rayon and okrug. In Saint Petersburg, its municipal okrugs are below and more numerous (111) than rayons (18) and are considered local self-government bodies of authority not included into the federal - regional authority system. They were created rather recently during the national municipal reform and have a small number of elected unpaid councillors (deputats) as well as local administration, while rayons have have had only administrations - executive branch - since, I think, the constitution reform of 1993, while in the Soviet years they had local councils with popularly elected members who elected / agreed to appoint their executive branch officials.
