Hi Dmitry,

I'm still having some issues with this subject myself, but I think you might want to look at Additional Critera > Politicians on http://en.wikipedia.org/wiki/Wikipedia:Notability_%28people%29

The Wiki focus is on people who have already accomplished things, themselves, which have been written about in books, etc.

It's too difficult to figure out what people who are about to be written up might be, so Wiki doesn't accept them.
