University vs. University of Applied Science[edit]

Hi pals, just a question: Was Reutlingen granted the permission to confer doctorates and habilitations recently? My "Landeshochschulgesetz" still lists it in the section "Fachhochschulen", albeit its name was obviously changed to Hochschule which may indicate a promotion in status.
