added details for Georgia and North Carolina[edit]
I left the OR tag up because I didn't personally verify the assertion that "many" states use EOCTs. I left the date of November 2007 unchanged because I'm unsure of the policy on whether to update tags when we update articles. However, I removed the Unreferenced tag because I feel that I've added adequate references for the majority of the information.
