if you think on this point Estonia as a country/state then you are right, but the historical area (or how to name it) of Estonia exist as well (where Estonian have lived at least 700 years). In Estonian Wikipedia we often use this point of view for categorization, e.g. et:Kategooria:Eesti ajalugu.
