Norilsk Nickel nickel release[edit]

The Russian-owned Norilsk Nickel released 66,000 kg Nickel in the river in July 2014. Please explain can the mine have any opportunities to continue operation with such an environmental damage in the past? How can the mine collect the released nickel back? As I understand release was more than allowed annually for the mine. How many years accepted release is done? Equally many years the mine should be closed, should it not?
